Dear OP,
It's a teleport/position hack that bots use, not a skill you get as a gatherer. Personally, every single one that I've come across I've reported.
I strongly suggest that you go nowhere near one.
It's only a matter of time before SE cracks down harder on the RMT problem and I wouldn't want to be caught in the cross-hairs when the time comes.
You all seem to think this is an easily solvable problem. Every MMO out there has teleport hacks. It's not easy to fix considering your fix will be countered within a few days.
The problem is that the position check relies on the client to tell the server your location. My guess is that they went this route to prevent rubber banding and the server sliding you to where it thinks you should be. As long as the client has control over position and not the server, this can't be stopped. I think there were a few games that actually swapped to server side pathing because of hacks like this but I can't recall.

I've reported every person I've seen using this so I wouldn't recommend doing it.
