PS3 limiting factor is how 'pretty' the game can be. Resolution, textures, draw distance and amount of PCs/NPCs shown at once are limited but the content itself is not.
There was a pretty huge thread about this in the beta forum that debunked many myths including this one that I wish I could find/link.
No doubt there is a limit to how much UI the PS3 can handle but we are far from it. Much room was left for the UI as it has become further enhanced. The remaining allotment is for the alliance display system, future game systems requiring UI elements and the introduction of popular add-ons.
I'm willing to bet that PS3 will see something like this in the future but in the form of an add-on tool option. PS3 will then be limited as to how many add-ons it can run. PC will be limited as well but that limit can be increased due to its modular design.
