Right now we have normal items and HQ items. This seems like a missed opportunity to me. For a game that tries so hard to make crafting more fun, and succeeds in a lot of ways, there are some obvious things that should really be there.

If you can't make an HQ item, the only point in even trying is to get that extra experience, something that stops having a purpose once you hit 50.
I think HQ items and HQ materials should be removed, in favour of a 1-100 quality list. Making an item with better materials, plus finding a good rotation for crafting, means a better item. This should be combined with making quest gear less good, or crafting gear better. This way there's a purpose in making for instance, a 74% quality item. It's not perfect, but it's a damn good item.

It would make crafting something that takes more effort than it currently does, and rewards those who focus on it. Because right now the system is busted and crafting is a just money sink without equal.
