Holiday Transportation

In FFXI they used to make a way to teleport between cities during holiday events. Anybody know if there is something like that in this event? I'd love some of my low level characters to get the smily ghost costume but it means being able to travel.

Some of them are level one, I was wondering if an alternate way had been provided. I can run between Gridania and Ul'dah easily enough, it's Limsa Lominsa that's the problem.

Isn't the holiday quest lvl15 anyways? That's what I saw.
