Cannot Unlock The Howling Eye (Hard)

Steps:
I am on the final phase of the quest "In for Garuda Awakening" where you have to go to the aetheryte crystal at Central Coerthas X-34 Y-25, but when I activate the crystal it shows on-screen the large text reading "QUEST COMPLETE" and ""The Howling Eye (Hard)" unlocked" and "Duty Finder updated" and so on, but when I check the duty finder it has not been updated, the quest remains in my quest log and the duty finder is not updated. I attempted this while in a party, while solo, I tried logging out and back in, I tried shutting down the client entirely, and I tried zoning out and back in.
