there isnt a closure yet since the story for the oldman and bahamut isnt over yet, as for openers you get that from Scions and Opening CS, as the Opening introduces/shows some of the important characters in game, but later as you progress through the mainstory you get to understand exactly what is going on, its just as it was in Orignal game, we didnt know about the GC but you in V2.0 do since they have been formed some 5yrs earlier, we didnt know about the Generals heck we didnt even know much about the rulers as to what they looked like till the GC story was added.
if you are looking for closures I would guess that you need to beat the Bahamut's Coil to get the "Begining of the End" for Oldman's storyline, as it ends with him and bahamut but where did the oldman begin? even I dont know that, all I know is he just turns up with some lore background to him being very knowlegable about Primals and that Acrians have contacted the Beastmen telling them how to summon their primals. as well as members of Scrions of Tweleve being introduced in quests where they give you information on need to know basis as well as working with city states.

and regarding the 'completeness' of the lore, SE is known to leave cliff hangers at 360 degrees of where you are. in ffxi, we literally had hundreds of open ended lores that were incomplete until wotg was finally over - and that took what, 10 years?
exactly if you are expecting them to end their major cliffhanger story then come back in lets say five years, I am sure we will have more then 2/3 expansion packs in that time, just as what they did with Lion in FFXI I am sure they are gonna leave a major cliffhander with oldman.
