If you hit Select (PS3) or hover over the individual attributes, you will be able to see what they do.
Typically you'll focus on the damage-related attribute for your class and not touch anything else, but it's all up to you.
Yes, basically dump all your bonus points into your classes relevant stat, STR for melee, Dex for archers, MND for healers, VIT for tanks.

Can you respec the points? I've been scared to put any points into anything yet because I'm scared I wont be able to redo them.
It's up to you really, some people say dump all your points into one attribute but , what's the point of hitting hard if 1) you miss a lot or 2) you're constantly being KO'd lot cause of low health.

i think for 10,000 seals you can buy a scroll that let's you re-distribute your stat points.
Don't worry too much at this point. You get a whole new set of points when you unlock jobs. Also, there will be a way to reset.
This may be true for a lot of games, but classes don't benefit TOO much from bonus attributes in FFXIV, especially if you scatter them around too much. The way I see it, it's in your best interest to focus on one attribute per class. Going all VIT for a tank for instance will give the tank a decent amount of extra HP, but if you go VIT and STR you'll be losing a good potential chunk of HP.
A good rule of thumb is to think about what your class/job is going to be doing in parties, rather than what it's going to do solo. Some gladiators or marauders might want to do a combination of STR/VIT so they can take down quest objectives faster while soloing, but when it comes to dungeons, they're lacking that extra HP they need for tanking.

1) You can't bonus into accuracy.
2) If you're a dps and worried about getting KO'd then you're either killing things far above your level (and by far I mean 10+ as my conjurer going completely into mind has no trouble killing things 7 levels above) or you're pulling aggro when you shouldn't be and that's an entirely different issue.
