This same thing happened in GW2, it was a pretty bad issue. But within the first month if I recall correctly they addressed the issue with the next solutions (solutions included the posibility to select the quality of the models).
    1. They prioritized monsters/enemy load over everything else.
    2. After monsters/enemies loading, party would get loaded (with their minions/summons). This is also crucial, party members should always be visible since a healer would not be able to heal his/her party without the models being there.
    3. After the party loading, it would load everyone else.

In GW2 they also added a filter of how many people you'd like to see and the model quality (basically what customization features to show since that uses memory as well as gear, if it was set to the lowest the game has basic class models with a set gear, you'd see everyone with the same features/gear) to increase performance on low-end computers.

Now according to what I can recall it is something to do with the client not getting all the information of what is there (culling). I have no idea how they fixed it, but it is possible and should be addressed as soon as possible.

I agree wholeheartedly. Other games that I've played have had 2 models of each pet/mob. A low res version that is shown once the player was at a certain distance, and a high res version that was shown once you got close enough.
The priority should definitely be player > mob > npc > pets, measured at least by distance, it would definitely help people on lesser powerful PCs too.
