Massive FPS drops in crowded Major Cities

is this suppose to be normal? im currently in MAX settings with my Core i5 3570k and Zotac GTX 770 AMP edition with 8GB of RAM and 1080P Monitor.

i get a constant 60FPS when exploring the world and get a slightly drop of FPS in some Areas. but when i go to crowded Major cities , FPS drops Massively to 30 and 25 Below..

It's the amount of people that need to be rendered. 4770K @ 4.5GHz, GTX680 SLI, 8GB 2133MHz RAM with a 2560x1440 Monitor and I get the same thing. Mor Dhona at Revenant's Toll standing at the crystal zoomed out all the way I get as low as 35FPS with GPU usage around 60-65%. If I overclock more to 4.7GHz I get about 5 FPS more. So I would say what you are getting is normal.
