Haste Makes Waste Bug

Hi I started the Haste Makes Waste level 15 botanist quest, but I can't get HQ marjoram needed no matter what I use or how much I get, it keeps saying 0% HQ therefore I can't go on. I already at level 18 for botanist and have tried several times, but it still doesn't work. If I can't complete it I won't be able to do the level 20 quest. Please help.

If it says 0% for the HQ rate it's probably because your Perception isn't high enough.
Get gathering gear appropriate for the level you're at.

Use the ability Preparation while gathering and you'll see how much Perception you need.
