I might be misreading the skill but doesn't surror and aldo only put a shield for the amount healed like if it heals for 600hp you get 600 shield but if it tops someone off at like 200hp it only gives 200 shield so shouldn't shield stacking be fine cause you cant stack on shield before pull because everyone would be at full hp right?

No. It will shield for the heal, including the overheal.

oh really then they should change it so it only shields for hp restored that way surror shield isn't going to waste when using it multiple times in succession and having two scholars wont have wasted shields

That would only worsen the situation. At least now precasting succor will apply a shield to everyone. Currently 1 scholar can precast to top off health and shield and the other can follow up with another to heal and put on another shield for aoe attack.
Same with Adloquium, being able to cast on a full health target for the shield is one of its great uses.
