Same for me, on Ultros, cannot activate the NPC

Class/Level: 44 paladin
Party or solo: solo
In-game time: 11:03am
Area and coordinates: Central Coerthas Highlands (24,25)
Steps:
1. The quest "The Final Flight of the Enterprise" asks you to "Speak with Francel." When you right-click on Francel, the buttons go dark for a brief moment, and then light back up. No text displays from Francel.
2. Attempted to leave the area and come back, same result.
3. Attempted to logout, log back in and retest, same result.
4. Attempted to party and talk to Francel, same result.

Same bug for me on the same stage of the quest.

On a side note anyone know where to level after dragonhead, without the story quest and having not played 1.0 i have no clue where to go next for 40-45 quests?
