I don't know if it was mentioned anywhere but the bottom right gear set has a caribou logo next to it. Are we sure this isn't some holiday pvp gear obtainable by every class? I heard some people claim it as the SCH gear.

As for the system being finished already we have this link here from Feb. 23rd stating:

Nova Crystallis: How is progress on the vanity slot system coming along? Will it still be released in a later patch or might it make it for the official release?
Yoshida: The design is already in the system, so it’s just deciding when to implement it. If we sort of add that slot to the UI now it won’t work straight away so it’s just about the timing. I probably won’t add it in the beginning because it might be too complicated and won’t look great, so maybe in six month’s time.

Going from the ETA above we then have this link from May 30 (transcript from Live Letter #7) specifying

Q26: Regarding the vanity slot, when will it be implemented and how much freedom will we have?
A26: We are currently to implemented in patch 2.2 (second major patch). As far as the freedom goes, as we stated during the previous live letter, black mages will not be able to equip heavy armor, etc.

And that's all of the info I could turn up on my quick search, I couldn't find any hard info that suggest they had plans to implement the system before 2.2. There's a lot of speculation and people stating it was supposed to be in for release but I can't find a source for it.
