No Gathering/Crafting while in Duty finder

I am puzzled as to why the game is designed like this. Obviously it doesn't affect me as a PLD but it's strange to me that people who have to wait in 30+ minute queues aren't allowed to gather or craft while they wait.

Actually, you can. I've done it multiple times.

I have crafted while in duty finder you just need to que as your Dow or Dom class then switch to your crafting/gathering class when it pops you just need to change back.
