Edit. I feel the way you lay this out you are making it seem like you should be using provoke to pull. There are only very limited times you would do this such as pulling sucubuses in ak...that's the only time I can think of of course when the mob does come into range you would shield lob it.

Provoke is not an ability you use at the start of a pull because since no threat table is established yet it will only give you 1 threat because the ability puts you at the top of the threat table +1 it does not have any type of thing where it must attack you for any amount of time this is why a lot of tanks say to follow it up with a shield lob or a rage of halone.
