I am Brazilian and my account has Brazil listed as my country. This puts me in NA for region purposes, but it may be why I'm having this problem.
I attempted to contact SE support via e-mail, but I got cut-and-paste response about errors when adding credit card information. The agent didn't even read my question, so I will post it here:
I can't add Crysta to my account.
I have read all the information I could find on the site about Crysta. Not a word about Crysta being unavailable in some countries. If I click to add Crysta, I get an error after selecting the amount:
The error is unspecific so not much help there, either. I have links to pages about payment methods and Crysta in my account management page that don't say anything about availability.ERROR (11000)

Try accessing the site again. If the issue still has not been resolved, please contact the Square Enix Support Center.
Basically, credit card is the only option available to me, and I'd like to know if that is the case or if Crysta isn't available to me due to a bug of some sort. I don't wish to renew my subscription by credit card, but without Crysta and NA game time cards available, I have no other options. And with the bugs with credit card authorization happening, I may very well be completely locked out of subscribing.
Ironically, the support agent who replied said that if I get errors, I should choose a different payment method. That's my issue in the first place!
If Crysta is unavailable to me (or any other countries), please at least include that information somewhere. This is incredibly frustrating because I bought the game hoping to use Crysta (and the payment methods that can be used to purchase it, like paypal, ultimate game cards etc), and there was never any information anywhere that it wouldn't be available to me. The only information about availability, in the service agreement, specifically implies availability issues pertain to people living outside of North and South America:
