    I had this exact same problem, and it confused the heck out of me for quite a while. No idea why they have to do it this way, where they give you a "fake" initial leve that just sits there with no Initiate or Abandon buttons. In order to complete it, you have to do the "real" quest, which is a separate entry on the journal and it completes the both of them when you turn that in. Pretty weird stuff.
