My FC still has 400 members or more, and still has 100+ logged in most of the time, which has been about the same for a week or more. Take that for what you will.

It makes sense that we'd be getting more of these queues these days because the number of worlds increased, but I don't recall seeing anything that said the number of lobby servers increased at the same time.

Not having programmed a queue myself, I can't claim that I know the details of how it works, but you and I are clearly reading the same post in different ways. I'll not-in-short restate that part of the post as I understand it, and if you have time to read the resulting wall of text, let me know if it makes sense.
When you go to log your character into the game, the request goes to the lobby servers (which, as I understand it, are in Japan). The lobby server runs a simple check to see if Kujata server (for instance) is currently closed off with a log-in restriction. It's not, so you don't get an error 1017. However, the lobby server is also currently in the process of sending out requests to many various servers, both 'locally' in Japan and across the Pacific in NA (Canada, I've heard?) to log players' characters into their worlds.
(Split for 1000 character restriction)
Drop into Mor Dhona or Coerthas and you will uncover a rats nest so large you will wonder why you ever doubted the presence of others in the first place OP. lol
The lobby server says, "Hold a moment, please! I can only send out so many requests without errors!" and sets you up with a lobby session and queue number. At the top of each minute, it checks for vacancies in worlds, then starts processing through as many people out of the queues as it can, limited both by space in each world and order that you contacted the lobby server. If both conditions are good--there's space on your world, and your turn has come up in the lobby--then it's load screen city for you!
Anyway, no doubt that I could be misinterpreting the description of how they have their system set up, but I believe that is roughly how it works.
ETA: I am amused by the fact that I had to work around a typed character restriction to discuss character log in restrictions, and I find that I must say so.![]()

the first week would definitely kill their subs, too many server problems and the 2nd week or so were filled with more problems, lag that people should have noticed ages ago and the introduction to AK queues. I imagine titan hurt the casual EU crowd that has to deal with worse latency as well.
Also the 401 and 601 error when paying the sub that we 1.0 players got and many just said forget it after 3 days of not being able to pay.
Many 2.0 players will hit this wall also.
Many 2.0 players have never had this kind of technical problems that FFXIV has and will leave.
