Mail Limit?

I was sending some mats to friends and the last msg I tried to send, it told me can not send mail. Is there some sort of hidden number of mails that can be sent in a certain time period? or is this a bug I should be reporting?

I've encountered this too, I'm not sure either way, but I bug reported it in-game.

There's at least a limit on how much you can receive mail. You sure the receiver's mailbox was not full?

I've encountered this issue when sending things to my mules, and no, the recipient's mailbox can be empty aside from the mail you're trying to send them and it'll still be temporarily blocked. I find that going onto that other account and reading the mail helps clear the block so maybe it is a limit of how many unread mails you can have sent? Or within a certain timeframe? I dunno, just guesswork really. Curious about this too.

I don't know if the persons mailbox was full, but I would hope 4-5 mailings wouldn't create a full mailbox.

After some testing, I can confirm there's a 4 mail limit. If receivers mailbox holds 4 messages and someone sends him more, then Moogle says something like "Your mail is a big mess, I had to send back three messages, kupo." Its just one of those Square-Enix things, maybe anti-RMT or something.
