I like your idea. it would make more sense to have reasons in place to justify the kick and I hope they never put gear as an option. That just further encourages the elitist behavior that's usually a blight to any mmo's playerbase.I'm all for vote kicking. Not sure how to prevent abuse though. I'm sure at some level any form of vote kicking will get abused by people. I don't know, maybe implement a reason drop down list with 10-20 reasons to kick the person, and only kick them if 2/3 of the reasons match.

That's pretty much the only fair way. I'd say 5 minutes - then you get a choice. But not automatic, as that could really mess up 'premade' groups or even PUGs that take a break on agreement.
The only other thing I would go in for is to enable votekick against anyone who triggers whatever profanity filter exists in the game.
In WoW and GW2, its common is to be kicked during or before final boss fights.
Before if they have a guildie coming in. During it the game engine allows it so they get your loot roll (often a faulty assumption, but done anyway).
As a tank, I've only been kicked for refusing to do speedruns. But in WoW, I'd wager half my runs involve somebody being voted out even with me voting no consistently. In raid like content - EVERY boss fight ends with a series of vote kicks to remove the people other people have e-peen issues with. Its the norm for any PUG raid...
vote-kick did more harm to WoW's community than the LFD tool did... in the sense that a gun in a knife fight does more harm...
Its like using a machete for a bandaid, on the theory that if you hack off a limb, at least the scratch is gone...
If its used, I agree with the pulldown list idea - because it forces people to delay and think. Many vote kicks happen because one bad person starts it, and everyone else just clicks the popup to get rid of it.
Lastly a COUNTER idea:
Let us keep in parties even after a run is over. If we want to keep community growing, don't rip apart random DF parties the moment people zone out. Even Guildhests. Quite often you meet someone nice, and never get to see them or group with them again. I meet good people like this way MORE OFTEN than bad people.
- Let us keep parties going, and cross server friend.
- Make it so we don't even need a votekick, by encouraging friend forming...

Given how successful their auto-logout system has been, I really don't see how a "You can kick after they've been idle for X minutes" would work...
I can see people begging their party member to up them so they can get their goodies.

"Because I want a new mount!"
"No"

The good VASTLY dwarfs the bad. There is no perfect system. Vote Kick is going to be abused. The current setup is also being abused. The difference is the current abuse borders on Bot'ing as they're technically afk while still getting rewarded for doing so while vote kick abuse will basically boil down to being a prick. The gear issue *should* be roughly sorted with 2.1's minimum ilvl to queue checks. I frankly don't want to see anyone in their level 45 quest gear in AK. Wanderer's Palace exists for a reason.
There are a lot of window licking rejects out there that LOVE their paint chip omnomnom's. Being able to vote kick these players rather than having to leave the group does two things: 1) You might actually complete the instance 2) The derp that got kicked might get a clue that he's ABSOLUTELY TERRIBLE and possibly improve.

However, as there is the concern that it could be used maliciously to get rid of players that groups do not like, we are working hard to create a system that reduces the chances for problems to occur. Due to this, we are continuing to look into the feature, as well as whether we will implement this in patch 2.1.
Doing dungeons is a big part of this game and having to do them with someone afk, disconnected or refusing to work with the team and they keep trying to wipe the group is not sitting well with your customers. I would really suggest that it is in 2.1 before more people quit.Hello,

can't believe all the care bears that actually think a "VOTE KICK" can be maliciously used.
If 3/3 other people in the group feel you are not up to par in gear, skill level, or competence.... THEN I'M SORRY but maybe you deserve to be kicked, nothing personal.
I don't believe SE on this one, they probably have a design flaw preventing them from easily implementing a vote kick.
The "malicious use" bs excuse they are feeding us is right up there for their reasoning behind not letting us send tells in duty finder.
