1: slow down queues, since healers and tanks will be "taken" by friends. Yoshi-P has explained plenty why he encourages server-cross grouping rather than on-server grouping, which is also why a "on my server only" option wasn't given to Duty Finder. If friends could vote you, then everyone would try do Duty Finder runs just with friends, slowing down the queues to ensure themselves a MVP and hindering those who have no friends to run with.

2: a friends-can-vote option would be an incentive to multi-boxing, and we don't want that.
