    That would be nice but it could also be abused. Tank or healer goes into group and demands the group upvote him/her or they leave giving the party the choice to either do what they say or spend another 30 to 40 min in queue. If it's done when the run is over then I can see that working.

    Everything can be abused. You need to weigh the pros to the cons and determine which is more important.

    A lot of other MMO's have random dungeon queues, and vote kick systems, and while yes abuse can happen, in my experiences it's far less prevalent than people are implying.
