He's right about the stats, the upgrade is not worth 900 tomes, the damage might be worth it if you are having threat issues, but I highly doubt it. I had no issues tanking for relic'd FC members while using Ifrit's axe, and now with Bravura there is no issue. I think the AF2 is a better option for 900 tomes.
