Greased Lightning attack speed

This effect is weird to me and a bit vague. It says "attack speed" but your skill speed is never actually increased, at least not in the menu. What exactly is it modifying? Is it modifying your skill speed or is it directly modifying the recast speed on the tooltip? Is this before or after skill speed is calculated?

Does this attack speed also increase auto attack speed or simply recast times?

It doesnt affect skill speed. it's an auto attack speed buff and a reduced GCD buff

Kind of like weapon damage and STR. Both make you hit harder, but weapon damage doesn't affect your STR value. The 21% Attack speed boost does have an equivalent in skill speed for the GCD I would imagine.
