Cross Hotbar resetting when you change stance?

I was using a wired Mad Catz 360 pad, which I changed for a brand new official wired MS 360 pad, but both have the same faults. The buttons are fairly unresponsive MOST but not ALL of the time, and while using the sticks to move, or scroll map/view they will simply carry on moving the character in a random direction, or during a battle spin him off either circling or running away from the engaged target! It makes the game almost impossible to play at times and I have died far too often in game when the character has refused to leave a red target zone, or simply lemminged himself off a cliff. It is very frustrating.
These problems don't happen in ANY other controller compatible pc game, so it has to be an in game fault, and a very recently programmed in one at that, because if it had happened during the beta testing stage I would have reported it, which we were encouraged to do.

I would love to know if anyone else had this problem, and how they solved it?
Non of the in game system settings I have tried have helped. I even bought a new pad from Amazon designed specifically for playing FF XIV, but it was made by SnakeByte and was a bit of a joke because it wouldn't even power up unless attached to a separate usb hub, then it would work for a while, but then crash my system!
Or if you have not had any problems, EXACTLY which game pad you are successfully using, so that I can go out and buy one?
Despite it's problems I am really enjoying the game, but I really need to get this control issue sorted before I get into the higher, more precise and difficult levels, which I think will be impossible as things are now.
