I had to Mog Station and click 'Support Center' scroll down and click large blue box 'Billing /Payment Issues', scroll down and click 'Additional Assistance', fill out required areas. Note that some choices will only give you an email option. But if you choose 'Account/Billing' and "Pricing/Payment' and fill out details, that one should give you the choice of live chat or email.

I'm sorry if they couldn't help some of you, but after the agent that helped me looked at my account and I explained the situation, he asked for the debit card I was trying to use, had me try to enter it again...it didn't work. Then he contacted, I think the accounting support team and asked them to allow this card to go through. He told wait 10-15 minutes, de-register the account, re-register it, put in my debit card and activate it and it should work. I was a little skeptical that it would work, but it did. But obviously it worked or I wouldn't have posted this. Best of luck for all that are in the situation I was in. I spent money on game cards and tried paypal and none of it worked. Calling and emailing didn't get me through, so watching a movie while waiting and trying paid off.
