10% gathering rate up on botanist doesn't appear to work

I have had the message to say the gathering rate is up but never seems to be.

lets say the item im gathering has a 70% chance, its still 70% on the one that has a increased rate should it not be the case that it increase to 80%.

I have seen a increase on gathering rate when i use a ability but not from the random thing.

HQ one works as does the +1 gathering attempt.

Is it working as intend or am i just misunderstanding.

I have the Gather rate work for me. I've noticed you have to have Greater than or equal to an amount (on certain nodes) for it to work. It does give me ~10% boost.
You'll also see the boost information under the targeted item HP bar.

Do you have the stat requirement for the actual bonus to be active?
If it says you need 168 DEX to get an extra gathering attemp as an example. Your DEX need to be 168+ for it to actually be given to you.
