Cant unlock Garuda Hard

Just beat Ifrit hard. Finished the main story line. Have credit in my quest log that confirms both. Isn't that what I need to flag Garuda hard?

I dont have access to Garuda hard in the duty finder.

Go back to the Waking Sands and talk to Papalymo. He gives you the Garuda quest after you've beaten Ifrit.

Just in case others come in reading this, strangely enough if your inventory is full when you try to finish the attunement quest, even though you get no items, it'll say "Howling Eye (Hard) now available!" but it won't show up in your Duty Finder. So make sure you have at least one space free!
