Cannot Create Thread or Post

Please explain how this is working as intended, when I'm a level 44 marauder?

"Level 40-49 Can create up to three threads per day Can post up to 10 posts per day "

Posting here also eats up your posting anywhere.
So if you post
10 posts here, you can't post no where else but New Player help forums and here.
Really a BS concept and hope they change it.
