I'm just going to drop this in here, for all you naysayers who are implying that people would use this as a griefing tool, first of all if a system like this were implimented SE would have to be incredibly ignorant to implement it without keeping a history for GM purposes, So no people wouldn't be able to just get away with anything they wanted.

I have more faith in SE than that, They think about these things before they implement them.

And on top of that, if people are so worried about keeping track of people they dont like, what does that say?
