    I really dont want people with a deservedly bad reputation to be able to change their name.
    No, ignore list doesnt make this issue magically disappear.

    That would be my main concern as well. There's a few folks on my server whose name have becomes verbs describing various acts of... less than desirable behavior. I'd really hate to see any system that allowed them to leave that reputation behind outside of starting over from scratch.

    That said, they are the VAST minority - and it wouldn't be right to let them ruin it for those that really do deserve the option of a name change.
