Same issues on Balmung.
I am having the same problems. Played since beta 1 and never had any form of lag. Mines actually started after Sunday's maintenance. It mostly happens in higher level dungeons like Amdapor Keep or Hard mode primal fights. I would receive a hiccup lag that lasts between 5-10 seconds and it is very frequent. I'm not sure what they did to the servers.
The game was fine this afternoon and now we are back to lag spikes and rubberbanding action, please do not try the "is you ISP fault" card, I'm playing Planetside 2 ATM and everything is fine.
A f2p company can set up lag free servers today so i do not understand why Square-Enix is not able to do it.

I didn't have any issues with my connecting until tuesday. Ever since that day I've been getting heavy and I mean HEAVY lagspikes ingame and especially when doing instance related stuff. Garuda fights, Castrum, Amdapor keep. I keep having moment where everything around me stops for multiple seconds and suddenly fast forwards when my connection works again. It's making it impossible for me to do anything except crafting and gathering.

I woudln't mind getting some support from SE about this. Maybe some advice about managing packet loss etc.

After a bit of research there's an obvious issue on the tcore1/tcore2 which seems to be owned by Tata(http://www.tatacommunications.com/). They give most of us a direct route to Montreal with the least hops. Not sure where to go from here/who to contact. :/ (Heck, this could possibly be on iweb as well. Doing some more poking around)

I had the same problems until I closed the client and reloaded. I'm not being hopped through New York anymore, but Chicago and I'm stable.
