Okay, I'm going to post with my epic tale of paying, in case someone else comes across this and is in a similar situation.
Here is my setup: I have a NA account, but recently moved to Japan, so I'm out of a Japanese IP address.
1) I just tried renewing with my US credit card. Errors each time. Called my bank back in the US and verified that my account was open.
2) Tried buying Crysta with PayPal. Left region as Japan. Failure. Changed region to USA. Failure.
3) Verified my PayPal account with my more commonly used email account and new phone number (Japanese phone number) as well as a families number in the US (in case they needed to verify something, I don't know - it was a cover all bases thing). Tried again. Failure.
4) Purchased a time card here in Japan, for use with my NA account. THIS DOES NO WORK, if anyone comes across this post. For EU/Japanese accounts, there is an option to use time cards, BUT IT IS DISABLED FOR NA ACCOUNTS. You cannot use a prepaid time card with US/North American accounts.
I could not find this via Google, so that's why I'm reiterating it here. There used to be a Knowledge Base article about it, but they just recently deleted it (along with my ticket pointing it out, sorry, so I can't copy-paste it here to show you all what finally explained it for me)
If you are able to use a time card, Mog Station will show you that option as a button, illustrated in this image:

Otherwise, nope. No way to use a time card at all.
5) I logged into a friends VPN, thinking it was the region IP coming from. I don't think that mattered at all, but I tried it. All still a fail, and probably flagged my account, now that I think about it.
6) Went online to purchase a digital Ultimate Game Card. After a fight, the purchase via PayPal on a different site was successful, so I have a digital code for $15.
However, changing that Ultimate Game Card to Crysta was a no go. I kept receiving the same ambiguous error about it not processing. I could enter the card code, and it would indeed show that it was valued at $15, and would change to 1,500 Crysta. It was just when I clicked to proceed it failed.
I have called The Ultimate Game people (PaySpan) at 650 432-3200 but they were closed for the day and could not help. I gather from other posts that they can easily change it over to Crysta, but I will report back on that when it actually happens. Also, this phone number was impossible to find, so I'm reiterating it here again: the customer service number for Ultimate Pay/ Pay Span/ Ultimate Game Card is 650 432-3200 if you need to get in touch with them.
7) I tried on my iPhone. Just thought it might be worth it. Failed again.
8) Went out and had a few drinks. This was the first success all day.
9) Next day: Put a clean install of FireFox on a thumb drive and ran it from there. I made sure no AdBlock was running, and I also enabled pop ups and all that jazz, allowed all cookies, tracking - you name it.
Options -> Privacy -> (select) Do not tell sites anything about my tracking preferences
Options -> Content -> (uncheck) Block pop-up windows
I have no idea if this matters at all, I just got uber paranoid.
Plugged in my credit card info again, and got the error 601. Again. However, just like this:
I clicked the "back" button right below the message (not the browser!) and it sent me to a confirmation screen. I just stared blankly for a minute, double checked with logging in, and am listening to the background music in Ul'dah at the moment. All good, appears my account is active again.
What I selected (if it matters, again, I have absolutely no idea what works and what doesn't, and I don't think they do, either)

- 30 day
- Paid with CC (one that I had tried yesterday as well)
... I don't know. But it worked. I hope this long wall of text might help others, especially considering I could find snippets of information via Google, but nothing about a lot of these issues. Just hope this saves someone else a frustrating time. I'll report back on having Ultimate Pay convert my card to Crysta and if that can be a success coming from Japan with a North American account.
