I ended up going to game.co.uk for a 60 day EU timecard - paid by Paypal, got an email with the activation code, entered it in Mog Station, and that was me sorted. Found out about it from an Australian who posted on Reddit, so it should work for you too.
This is to Square Enix Customer Service,
I have tried to renew my subscription multiple times and it gets really frustrating when the only answer that I get from your technical forums is that the problem is from MY SIDE and that it is MY BANK and INTERNET CONNECTION that is preventing me from PAYING YOU to play a game that I already bought.
I and many other people experiencing the same problem have contacted our banks only to be told that it is not a problem from their end. Payments ARE going through so this means that it is NOT likely to be a problem from our side. So PLEASE stop blaming us for it. If you don't know the problem giving suggestions is fine but since it is clearly a problem on your end DON'T send us on a wild goose chase.
You could just as easily say that it is a problem that you are trying to solve and NOT make US try and solve it FOR YOU! People have more patience than you might think but if you wonder why this is not clear in these forums it is because we are give USELESS ADVICE!
There are clearly people who have managed to find ways to solve their problems such as buying game time cards from outside sources, if you have actually been READING these forum entries then you would be able to disseminate these TRIED AND TESTED methods since your Global Pay is definitely no Global. The only thing you need to add at the end is "However, Square Enix is not liable for any losses incurred from transactions with these outside sources" it is not like you are losing any money if they charge us extra for these timecards. It actually gives people another option other than navigating the labyrinth of your "customer service" and "technical support".
Why don't they sell it as a code to reactive, its an easy way to do ...
This is probably the safest option. I went ahead and used the CJS method and when redeeming the key, they were out of stock despite claiming having some available. The website itself is awfully shady; like a black market with little to no customer support and reviews on several forums I frequent seem to agree.
My problem is now whether or not I should wait the '12 hours resupply' waiting period or to request a refund and use game.uk. Either way, after having not been able to play for almost 3 weeks now I'm a little interested to see how this turns out for 2.0 accounts as they near the end of their 'free trial'.
EDIT:
CJS actually delivered and it works! I would advise people to use trusted websites though such as game.uk as Florentina pointed out.

I've just bought a time card through game.co.uk. As much as I hate to reward SE with my money for the worst customer service I have ever seen I still want to get in and play.
Just waiting for the code to be emailed through.

SE fix your shit even GlobalCollect are blaming you.
They send me the same response.
I'm almost done, Just wanna my money back.
And another thing, they read this post, and even deleted post here. They're "poping and walking", will not fix their problem, and don't even bother us the give a answer.

I think it's just badly designed and aggressive about it's own marketing, I wouldn't of shared it if I got screwed over. I don't recommend the site, but it does give keys. This is probably the safest option. I went ahead and used the CJS method and when redeeming the key, they were out of stock despite claiming having some available. To be honest SE does not deserve our money anymore. Worst customer service i have ever encountered.
I used ultimate pay option in busing Crysta for subscription, it has been more than 2 hours, no crysta credit on my SE account. the payment merchant already deducted the money on my account which means the purchase was successful.
I contacted customer support through their system but i havent received any email acknowledging receipt of my ticket.
so what do i have to do? maybe wait until SE is in the mood to look at my concern.
I feel like I'm begging SE to take my money. BS
