I'm from Puerto Rico too. If you selected country as 'Puerto Rico' no, the system won't let you pay. It will let you register the card without a problem but come payment day the system will give you error 401. So unless you're planning on buying a new copy of the game each month :3 I suggest you create a new Squeenix account with country set as US (so you can pay with crysta) and start the game again. Or you can stay here with the rest of us in oblivion
