I have the same problem, i live in Latin America and tried with 6 different cards from 3 countries, including US. I may have a hint of how this works, and is not SE fault, is the partner they choose to provide support and delivering the payment system. I think if we stick together and everyone just submit their tickets to SE Support they will realize that hey have a HUGE problem with their payment system. As you can see, the current GM in this forum states that the current users with this issue is an "small number", but this WILL Increase, and it would be a shame for SE, after ALL this work, losing players for problems with payment systems, a thing not even related to the game.
Lets stick together and SPAM those tickets. Also, twitter and other ways to let know SE supervisors about this problem.
Also, the problem is NOT Global Collect, i used that for another payments and works just fine.
