After attempting so many times, the accounts get put on a suspension starting from 24-48 hours. Each attempt adds more time (another 24 hour) to the suspension. If too many attempts are made with a card, the card is put on a 30-day suspension.
Now we need a SE representative to take the initiative and explain the billing system they have in place so thousands of people are not locked out of making transactions.
