Even though the entire 601 and 401 problem emerges for different reasons, one of the bigger reasons seem to be that people using CC's might not live in the country (or even just be on vacation) where their account was created. Ex: created in Sweden and moved to Japan. Considering a lot of time has passed since the v1.0 release, assuming that everyone is still living in the same country is plain ignorant (people DO move for different reasons). So when a payment from the new country is trying to get through, you automatically block it because the IP belongs to another country than the signup account settings country that can't be changed (that I've seen so far, can be wrong on this one) or the CC from the new and current country isn't from the original country with your old address.
It's like saying "NO! If you move overseas, forget about your account!"
That is NOT okay. Period.
If you got to call support to make them change the country for you, fine. That allows us an option at least. Now we have to abandon our old accounts and buy new ones just to be able to play. Oh, and 300hrs+ worth of time that we put down is gone and no type of refund or compensation.

If this is your way to counter RMT's you're clearly doing it the wrong way and that you can't acknowledge that is sad on another type of level.
