This obviously may not work for everyone but my fix came from disabling NoScript in Firefox. Credit goes to Zappo in another post for giving me this answer. When putting in credit card info on either the Mogstation or the Square Enix Account Management System and hitting next, if you don't see a little Global Collect animation play saying its processing the payment, something is blocking it. With the add-on up I was getting error 401/601 on both websites and with it off everything went through first try.
I don't mean simply allowing Square-Enix in the NoScript exceptions, you have to disable/allow all scripts globally for it to get through. Apparently Global Collect doesn't work well with the add-on.
Glad that worked for you, but it didn't work for me. I disabled all my add-ons on Firefox and Chrome and I saw the Global Collect animation but it still did not work for me. You're getting that error because your country doesn't fall under Squeenix's 'Super Secret Crysta List'. For example my account has Puerto Rico set as its country and apparently Squeenix has us in their charts as one of Jupiter's moons. However if I create (which I did) another account with country set as US I get unrestricted access to crysta. But I'm not willing to lose my legacy status and much less pay them for a second copy of the game.
Has anyone tried to get their country changed via support?
Would it accept town/PR/USA as a valid address?

No they aren't willing to change it. The only option they're offering is to move your ownership of the game to a new account via the form they were promoting a while back. But you lose your character and anything else attached to your current account.
That is correct, i already tried changing my region with support and all they "adviced" me was to get a new copy of the game. This is completely unacceptable, me being a legacy player with all 50s. I rather quit than start over.
