    At a guess it could be a GM function shortcut button. Considering it's just GMs who see it I doubt they'd need to put a fancy looking button for it so that's why it's kept at the undefined icon.
    Could be wrong, though.

    Just like the test characters have access to a special testing server, they also have access to a special client. I would assume that icon gives them access to a special UI Debug menu. Sure most of their commands are executed VIA text commands, but I'm sure there are things that must be done through the debug UI.
