    So instant skills are not going off instantly - working as intended (why this then?)

    If SE says instant skills can't go off on animation cooldowns and that is intended - fine.

    Why require them to actually go off instantly in boss mechanics like this one then?

    Do they want to force players standing and auto attacking so they can interrupt when needed? Because I know some people do that on chimera with paladins.
