Both are true, neither instant skills are going off instantly after using another ability, nor anything else is going off instantly after using instant off gcd ability, there is awlays animation cooldown (maybe except some few abilities I don't know about).
However complaint of this particular thread is about "instants can't be used instantly, but boss mechanics require them to be used in that way". What the OP video demonstrates is that some boss spells require to be interrupted in such a small window in which it is impossible to activate interrupt skill due to how combat mechanics work.
It's like encounter designers are not in agreement with combat mechanics designers.

Odd. I've noticed the animations on my Archer. The bloodletter not going off right after a GDC was noticed. Instead of trying to force it to work that way I looked through my skills.
The Lancer Fient skill uses a normal auto attack animation. The 20% slowdown for 10s isn't shabby either. I found out by using bloodletter and then tapping fient both go off in a quickfire succession. Doubleshot anyone? =D

BRD doesnt use bloodletter.
Come on.


I've never encountered this issue. Maybe I should mash buttons more.
Also, my bloodletter and spirits within both overwrite my gcd attack animations mostly. Not sure why you guys are having it not do that.
