The in-game mouseover for Spell Speed says that it affects both the casting AND recast timers for spells.
As I have been getting more DL armor and putting my AF away, it seems to me other WHM in full AF have been casting faster than I have been.
The relic weapon has Spell speed but Darklight gear doesn't. AF gear has Spell speed. It likely just evened out.
Spell speed only increments in hundredths to thousandths of a second, that's why it doesn't matter unless a whole lot of it is stacked. I think if you have the best gear you get a tenth of a second off, which by the time the server checks your action .3 second later it wipes out your advantage by a factor of 200.
I think it needs to have a greater impact on actual cast times. For example, when using the WHM skill Presence of Mind I notice a huge drop in GCD but it means NOTHING because my actual cast times are still about the same. The only skills seeing any benfit in this case from PoM are Regen and Aero...

spellSpeed is a joke... I don't have the exact numbers, but while mess around with gear it looks like +10 spellSpeed will only knock about .01 seconds off the cast/recast... so yeah, I'm really going to waste my slots on this when there's better things to worry about like... idk, INT, MND, or even PIE...and while we're at it, stacking determination is another waste...
SE should fix that...either make it more noticeable, **ex: instead of 0.01 it should be 0.1 ...or remove the dumb stat cap for melding...or both...lol
