Look at this way, perhaps future jobs will be similar to SMN/SCH in the aspect that they'll be different roles (e.g. Monk being the DPS archtype for Pugilist that focuses on STR, while Ninja could be the tank archtype that focuses on DEX) so SE wants the seals to effectively be your respec cost.
