Im trying to come up with a way to make grinding fates fun - but I cant seem to come up with anything. How do you enjoy yourself while fate'n?
You don't. FATE = public quests. Public quests have invariably been spammy zergfests in every game, because that's really all they can be.
Linking fates that lead to bosses tend to have a story some more shallow then others If you expand on them you and have some gimicks it could be quite entertain but would loose its luster if it popped at the same speed as normal fates. Lets say you had to chase 4 imperial envoys through wilderness each had his own direction and party so the fate is actually dividing player. So a fail if any of them hit a zone line. Now PCs who participated gets a order that has to be returned to a GC officer with in a in game day to access the next fate. Now lets say 4 different zones you have to attack a hitsquad. If all 4 are defeated with in a time limit you pass and get your second medal. All squads gather in two ingameday for an attack on a large zone like Sagoli desert where 5 bosses will be scattered but same timelimit and have to be defeated simultaneously or the rest retreat causing auto silver and no achievement and/or special reward. But thats a lot of work by devs for a one shot.

^^ This. And honestly it doesn't even have to be that complex. Each FATE could have an opening round after which it can provide groups of players with different objectives that cause the overall FATE to split in multiple directions. So it would be zergfest > Split in 4 directions > complete specific objectives > regroup for big boss.
People have been known to start arguments in shout (Barrens chat) to pass the time while doing fates. It's super effective!
