Off Topic Forum

I personally feel that adding an off-topic forum would only encourage even more off-topic posts.

I'd like to point out that adding an off-topic section, would not mean that the section would not still require moderation. That being the case would actually increase the work load on the current moderators, or require additional moderators.
I think it's a fairly safe assumption that SE would like to keep the need for moderation as low as possible.

The fact that they have to delete and take action against off topic posting means they are already doing the extra work.
