to access copperbell mines you have to do the main quest. thats how you unlock it.

Regardless of which city you start in, you access it the same way; by completing the main story up to that point. The first three dungeons don't open until you get to the quests that open them, which happen after the quest that gives you airship access to all three cities.

If you follow the main story it should direct you to Copperbell Mines but as I started in Ul'dah as a Puglist I don't know the exact differences in Main Story depending on starting city I'm afraid

But it unlocks in Main Story guaranteed.
