I agree the idea is good, in theory, but doesn't make any sense in this game!

Perhaps an expansion later down the line might intro a new faction (I dare not say Empire as I am not all the way through the story yet so don't know if anything happens there that might prevent this), or go down the WoW route where they just magic up a race/faction out of nowhere that no-one happened to notice before...!
