Where have all the sidequests gone?

I started a character in Limsa Limosa, and leveled to 15 as ACN in that general area. As soon as I'd unlocked the airship, I traveled to Ul'dah, switched to GLD. I obviously didn't have story-line quests in that area, but I was getting side-quests... until I played the Silver Bazaar quest-line out to its end, and suddenly, no more side-quests in Thanalan zones.

Is this a bug?

Have you been to both Western Thanalan and Central Thanalan?

Yes. And since I wrote the original post, I've realized I'm not being offered quests in the Shroud, either. It's like there's a switch that didn't get reset after the Silver Bazaar line... I've gone back to Silver Bazaar, and to the Quicksands, but there doesn't seem to be anything I've missed. Questgivers I've received quests from with other characters at this level are uninterested in having me work for them.

This is still going on, and still bugging me. I put in an in-game request for support on it, and I haven't received any response. Hasn't anyone else had this issue come up?

Have you finished the Limsa Lominsa's Envoy quest? (The one you visit the other two cities and talk to their representatives) and then go back to Limsa to unlock the Sastasha dungeon? It may be interfering with the quest offer because it is a story quest. Also, some quests only unlock after your character reach a certain level and/or part of the main story, as I've noticed new quests popping on old places I've already visited before now that I'm lv. 34.
