I believe you have to be at that required level to turn in the quest when you can take on quests that are above your current level. I know, it's weird.

You are level 9...the Quest Text says you need to be level 10. 9<10. Go level and come back, it'll unlock.

not a bug.it clearly says you need to be level 10 and your level 9,so go kill stuff and return when you hit 10.
