I'm aware of that, I'm just annoyed because I want one, yet most 1.0 people I know now have 1-2 of these on hand. When they were handing them out, it should have been for everyone.

AIUI SE never intended to give everyone one of these at launch, they were always 'vet' rewards. However, when large numbers of people had problems at the time they imported their V1 characters it seems SE decided the easiest way to handle this was give everyone a Fantasia rather than messing with the system and trying to allow a post-import one-time change.

So, this is simply allowing Legacy players to exercise the option SE always said they would have, a one-time on-import character respeccing to use the new features V2 brought to character design.
